Session I - A "forced" consensus? |
|
The rise of the G20, Western military engagement in a growing number of theatres, the increasing need for both civilian and military responses to conflicts, and the financial crisis all herald a need for international security organisations to constantly rethink their nature and role. How will NATO face this new balance in international security and defence? Will NATO and EU peacekeeping missions remain the chief instruments of Western security, or is a new approach needed? Will the financial crisis give rise to new security challenges for the Alliance? What relations with neighbouring nations in the light of the proliferation of threats by non-state actors? Can NATO and the EU reinforce each other’s efforts to overhaul and strengthen global security arrangements?

Financial constraints on both sides of the Atlantic are biting just as military chiefs are demanding even greater resources. Will national budget cuts favour future investment or current operations? Can conflicting pressures be reconciled within international armaments programmes? Is the crisis likely to increase ‘free riding’, or might its management be a way to encourage all players to pull their weight? Can a crisis-driven re-think by low-spending EU or NATO members streamline defence industries, remove trade and procurement barriers and establish a more positive transatlantic industrial relationship ? How are reduced budgets in member states likely to affect the reform efforts within NATO?
