EU member states disagree on the content of the nuclear power plant stress test proposal. In its current form, the proposal would not include a test simulating an airplane crash into the plants. EU countries are debating whether to include man-made disasters, such as an attack with a hijacked plane into the testing scheme. Energy commissioner Gunther Oettinger, initiator of the stress test, told reporters the question on the inclusion of plane crashes is still open.
