The International Institute for Strategic Studies (IISS) has called for a “total re-think” of NATO strategy in Afghanistan. The organisation advocates a “fundamental shift” from the expansive nation-building approach currently being pursued by the alliance to a less-ambitious, but more concentrated policy of "containment and deterrence”. The move will further increase doubt about the long-term viability of counter-insurgency tactics pursued by General David Petraeus and coincides with the resignation of British envoy to Afghanistan, Sir Sherard Cowper-Coles, reportedly due to disagreements over strategy.
